Shakib Noori is a distinguished expert in federal contracting, business development, and strategic partnerships with over 15 years of experience driving multi-million-dollar wins. Currently serving as the Senior Business Development Manager at The Critical Mass, he specializes in capture management and building powerful consortia to secure large-scale contracts and IDIQs for agencies such as the DoD, DoS, and USAID.

His extensive career includes pivotal leadership roles such as Director of International Capture at AMS and Director of M-Paisa at Roshan, where he led high-impact initiatives in emerging markets. Shakib has also served as a consultant for the World Bank Group and provided strategic counsel as a Public-Private Partnership (PPP) Advisor in Kabul.
